Hong Kong telegrams Nos. 623 and 641 to Colonial Office [of 8th and 15th October: Hong Kong Immigration Control Bill].

Since proposed restrictions are regarded by local authorities as essential for defence of the colony as well as desirable in order to deal with social and other problems arising from overcrowding, etc., I propose to concur in publication. Before doing so, however, I should be glad to receive your observations from point of view of the effect of the bill upon the Chinese Government.
